The Colorado Peer Policy Action Network (C2PAN) is a statewide, grassroots coalition of Peer Support Professionals (PSPs) working alongside law enforcement and community partners to expand access to peer support services in Colorado jails. We reduce systemic barriers through evidence-informed policy and peer-informed solutions.
As the founder of C2PAN, I work alongside coalition members and partners to develop jail presentations, Foresnic Peer Support training, and jail policy advocacy work. A growing archive of our 2026 Colorado jail presentation materials is available here:

What we do
Cross-system education and roadmap for forensic peer support access
C2PAN works with law enforcement, jail leadership, and community partners to build shared understanding of peer support values, Colorado's peer support workforce, and a roadmap for implementation that expands access to care without compromising detention facility safety and security.
Forensic peer support policy and training development
C2PAN develops scalable and adaptable access policies, advanced training frameworks, curriculum tools, and implementation guidance to support safe, ethical, and specialized peer support work in Colorado detention facilities.
Peer-led strategic partnerships
C2PAN builds shared space between Peer leaders, law enforcement, researchers, and community partners to bridge gaps, create peer-informed solutions, and advance trauma-informed, recovery-oriented systems of care.
Research and evidence-building
C2PAN works with academic researchers to document Colorado jail policy landscape, assess staffing shortages, strengthen the case for jail-based multidisciplinary teams, and make sure Peer voices are reflected in research, policy, and program implementation.
Reentry coalition-building and systems change
C2PAN supports coordinated action with local and state-level partners to assess local needs, bridge service gaps, strengthen reentry coordination, support overdose prevention, and improve continuity of care for individuals transitioning out of Colorado detention facilites.
